【摘要】:Thisguideismeanttoaidlocalandregionalresponseteamswhomayuseitduringspillresponseplanningandspillevents.Thisguideshouldbeadaptedtosite-specificcircumstances.1.1Thisguidecoverstheuseofsurfacewashingagentstoassistinthecleanupofoilspills.Thisguideiswrittenwiththegoalofminimizingtheenvironmentalimpactsofoilspills;thisgoalisthebasisonwhichtherecommendationsaremade.Aestheticandsocioeconomicfactorsarenotconsideredalthoughtheseandotherfactorsareoftenimportantinspillresponse.1.2Inmakingsurfacewashingagentusedecisions,appropriategovernmentauthoritiesshouldbeconsultedasrequiredbylaw.1.3Spillrespondershaveavailableseveralmeanstocontrolorcleanupspilledoil.Inthisguide,theuseofchemicalsurfacewashingagentsisconsidered.1.4Thisisageneralguideonly.Itassumestheoiltobetreatableandthesurfacewashingagenttobeeffective,available,appliedcorrectly,andincompliancewithrelevantgovernmentregulations.Intheassessmentofenvironmentalsensitivity,itisassumedthatthesurfacewashingagentisnon-persistentinthenaturalenvironment.Oil,asusedinthisguide,includescrudeoilsandrefinedpetroleumproducts.Differencesbetweenindividualsurfacewashingagentsorbetweendifferentoilproductsarenotconsidered.1.5Thisguideappliesonlytoimpermeablesurfaces.1.6Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
