【摘要】:Thisguideistobeusedtoexpandtheperformanceofwaterrescuersandimprovetheemergencyresponseandpatientcaredeliveredtovictimsinthecoldwaterandicerescueenvironment.Allpersonswhoareidentifiedasicerescuersshallmeettherequirementsofthisguide.Thisguideisnotintendedtobeusedinisolation,butasacomponentguideacknowledgingmanydutiesofresponseatacoldwaterandicerescueemergency.Italsoestablishesaminimumscopeofperformanceandencouragestheadditionofoptionalknowledge,skills,andattitudinalobjectives.Thisguidedoesnotestablishmedicalprotocols,nordoesitauthorizeinvasiveprocedureswithoutspecificauthorizationandmedicalcontrol.Thisguideisintendedtoassistgovernmentagencies,state,local,orregionalorganizations,firedepartments,rescueteamsandotherswhoareresponsibleforestablishingaminimumperformanceforpersonnelwhorespondtocoldwaterandiceemergencies.Anicerescuershallbewearinganimmersionsuit,drysuitwithPFD,orequivalentcoldwaterprotectionandbuoyancytoperformtheserescues.1.1Thisguidecoversminimumrequirementsforthescopeofperformanceofanicerescuerwhoperformscoldwaterandicerescuesfromthesurface,assistswithsupportforicerescuedivers,andprovidesinitialpatientcareatacoldwateroricerescueincident.1.2Thisguideisoneofaseriesthat,togetherwithGuideF1739,describestheminimumperformancerequirementsofanicerescuer.1.3Individualswhowilloperateinthecoldwateroricerescuesettingneedtobeawareoftheequipmentandphysicalrequirementsnecessarytobeabletoperformallidentifiedobjectivesandnecessaryskillsinthesetting.1.4Thevaluesstatedinbothinch-poundandSIunitsaretoberegardedseparatelyasthestandard.Thevaluesgiveninparenthesesareforinformationonly.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
